What's Going on at FAPSC - The FAPSC Board met on November 19th at Howey-in-the-Hills and approved two new board members - Dan Macferran of the University of Phoenix and Audrey Kaplan of Southern Technical College were appointed and approved to fill out the terms of former board members Arthur Benjamin and Randy Proto. Congratulations to both of our new FAPSC Board Members. During executive session the board discussed Nursing Programs and pass rates and the FAPSC Nursing Committee was requested to renew its efforts to help our sector schools better prepare student nurses.
On December 13th the Nursing Committee will host a Directors of Nursing meeting at Florida Career Colleges, Pembroke Pines campus. This is a free event and we encourge All Directors of Nursing to attend. This event is a meeting and NOT an educational session to address the on-going issue of nursing NCLEX passage rates. Administrators and Faculty will be invited to weigh in on the options, but this meeting is just for the Nursing Directors Click here for registration information and agenda.
What's Going on in Tallahassee - The Commission for Independent Education Rules Committee met on November 19, 2013. The committee approved a new rule requiring disclosure of child abuse situations on campus. The rule was required by new Florida law. The Commission took this action up and approved it at the regular Commission meeting the next day.
The committee discussed the issue of advertising, focusing on the issues of scholarships and discounts or reduced tuition. The committee DID NOT go forward at this time with their proposed rule as there is much to be discussed. Counsel for the Commission identified that restraints on free speech, including commercial speech, are problematic in the Commission going forward with a rule. It is anticipated that this issue will continue to be addressed by the rules committee.
The Commission met on November 20, 2013 and during this meeting spent a lot of time entertaining a proposal for an exception to the statutory requirement that classes be held at “fixed” locations, approved in advance by the Commission. An institution requested the commission grant them a variance to allow them to hold classes in temporary facilities (hotels or workforce board rooms) for short term training. The request was denied by the Commission (but not unanimously) after a healthy and lengthy debate.
The Commissioners are increasingly looking at financial data submitted by schools. IF THE DATA DOES NOT MAKE SENSE, they are not allowing licensure to go forward. This should be a warning to everyone to take time on your planning to make sure that advertising dollars match up to enrollment expectations. Graduate Programs MUST have adequate library resource to sustain a graduate program. Investments need to be listed as such and not as income. Schools are causing themselves unnecessary difficulty in their applications by not making clear where money is being invested and where it is being earned.
There appears to be a growing unease with schools that are starting at the graduate level WITHOUT EXPERIENCE at the associates and bachelors levels. Likewise RN programs without success at LPN are getting more review. If you are submitting such applications, you should not be surprised if the commission starts with skeptics with lots of questions.
FAPSC Day will soon be here! Make your plans and secure your room for this special event in Tallahassee. Join FAPSC as we advocate at the legislature and share about our sector. FAPSC Day events will begin on Tuesday, February 4 with a brief orientation and reception. Appointments with Legislators will be held at the Capitol on Wednesday, February 5.

As the year comes to a close, we are reminded of the amazing accomplishments of our members during 2013. There are so many campuses across the state working to enrich students’ lives and the community at large. Florida National University (Hialeah) is a prime example of a campus that truly goes the extra mile to positively impact their community. This is just one of the reasons Florida National University – Hialeah campus was recognized as the FAPSC 2013 School of the Year.
Community service projects are the norm at the campus, showing the commitment Florida National University has to leaving a mark and serving the needs of local residents. The university has partnered with a local business to host Community Health Fairs, providing students with the opportunity to apply their training and wellness knowledge to the benefit of the community. The school also is involved with the Greater Miami Chamber of Commerce, South Florida Hispanic Chamber of Commerce, The Minority Chamber of Commerce and the Doral Business Council.

Submit your 2014 awards nomination for a graduate, administrator, faculty or school of the year for the FAPSC Annual Awards Program. All nominations are due by Monday, May 12, 2014. All award winners will be recognized at the FAPSC 2014 Annual Conference.
FAPSC is looking towards 2014 and would like to host more events at our member campuses. We are in need of facilities that can accomodate board/ committee meetings, roundtable disucssions up to 50 people, workshops, plus so much more. The National Association of State Administrators and Supervisors of Private Schools (NASASPS) recently recognized over 300 Certified Higher Education Professionals (CHEPs) from various institutions such as Career Education Corporation, Concorde Career Colleges, Delta Career Education Corporation and the Universal Technical Institute.
The CHEP certification awarded by NASASPS recognizes employees of career schools, colleges and universities who strive for excellence in their respective positions. The primary goal of this certification program is to enable institutions to develop high performing, compliant, and ethical employees to better serve students. CHEPs have successfully completed forty eight hours of approved training in their area of concentration and are required to complete eight hours of approved training annually to maintain their certification. Going to college may be increasingly expensive, but the cost hasn't deterred thousands of students from enrolling. Between 1992 and 1998, undergraduate enrollment was stable, but it increased by 37 percent between 2000 and 2010, according to the National Center for Education Statistics.
Adapt Courseware Launches First Business Administration Offerings

Final Gainful Employment Rulemaking Session Scheduled for Friday, December 13

Politico’s Libby Nelson, in today’s “Morning Education” email (and in a tweet on Black Friday) reports that the U.S. Department of Education “has scheduled its third session of negotiated rule-making on the ‘gainful employment’ rule for Dec. 13 from 9 a.m. to 5 p.m. at the Education Department’s 1990 K St. offices, according to an email sent to negotiators Friday.” This is also the last day of the next NACIQI meeting (the Department’s advisory committee on accreditation). In case you are curious, 1990 K Street is no where near 415 New Jersey Ave. NW. (where the NACIQI sessions will be held).
