  Sharon Callen Rhoads was born into the private career college industry. Her early years started with stuffing envelopes for bulk mailings and later advanced to night secretary at her family-owned college in West Virginia. Once she entered law school she moved into the corporate office which allowed her exposure to all aspects of campus operations.

After receiving her J.D., Sharon moved to Florida as campus president at Webster College (New Port Richey). Thus began her introduction to the Florida State licensing boards; and to FAPSC. She later became director of operations for the Florida College Division of the Vandalia Enterprises Group with campuses in New Port Richey, Gainesville, Ocala, Ft. Pierce, Daytona Beach and Tampa.

She was appointed by the governor to the Florida State Board of Non-public Career Education, eventually becoming its chairperson. The Florida Commissioner of Education appointed her to the State Postsecondary Review Entity Advisory Council. She served on the Hillsborough County Workforce Development Board and the Pinellas County Workforce Development Board, eventually becoming its secretary and vice-chair. The governor appointed her to the board of directors of the Florida State Jobs and Education Partnership. Sharon was also an elected commissioner of the Accrediting Council of Independent Colleges & Schools, the predecessor organization to ACICS.

According to Sharon, some of her fondest memories include her time spent on the FAPSC board where she served in various capacities including governmental relations chairperson, vice-president, and president. She enjoyed most her many years walking the halls of the state legislature in Tallahassee educating the legislators on the mission and issues impacting students attending private career colleges.

Though Vandalia no longer has campuses in Florida, Sharon remains active in the industry and is an advocate for the small, privately held schools and holds the position of vice-president for academic operations for the Vandalia Enterprises Group.
