FAPSC 2014 Legislative Update: Your Voice in Tallahassee

The 2014 Legislative session commenced on March 4th. Advocating for our members and promoting the value of their institutions and business to legislators and policymakers is an important priority for the Florida Association of Postsecondary Schools and Colleges. To do this, we address legislative and regulatory issues that affect Florida's private, licensed career school community. We also strive to keep our members informed about Tallahassee's legislative and regulatory activities.

Here's what is currently happening

SB 1036\HB 1059 Nursing Education: This bill currently passed in the Senate Health Policy Committee on
March 5th. The bill will require all institutions offering nursing programs to become institutional and programmatic accrediatied within 5 years. The language in this bill will also allow up to 50% of clinical simulation. Currently, there are over 170 schools within our sector that this bill will affect. FAPSC supports this bill as it stands.

SB 850 Education: This bill currently contains a dual enrollment program which public and ICUF schools can participate in.  FAPSC is working with Senator Legg to allow CIE licensed schools to be included with CIE overseeing the approval process.

SB 1148 Postsecondary Education: Passed the Education Committee. This bill would require the legislative approval for new Bachelor programs at State Colleges.

HB 7057|SB1202 Career Centers and Charter Technical Career Centers: This bill would allow Public Technical Centers to offer college courses and be renamed as Technical Colleges. The bill has passed it's first committee.

For a more detailed perspective of what FAPSC is tracking this legislative session you can download FAPSC current bill and tracking sheet. Each bill number contains a hyperlink directly to the bill information.

Every Friday at 10:00 A.M. EST during Legislative Session, FAPSC hosts a legislative call to inform our members about what's happening.  All members are encouraged to participate. If you would like to be added please email

“Champions of Students” Dinner – A Total Victory

On Thursday, February 20, over 170 people came together at the Renaissance Orlando at SeaWorld® to applaud the contributions of some of the many public servants who go above and beyond for student success in Florida. During a special recognition dinner hosted by the FAPSC Past Presidents, nine special awards were made to current and former staff members of the Commission for Independent Education, Office of Student Financial Assistance and U.S. Department of Veteran’s Affairs.

Another highlight to the evening was the table centerpieces.  Students from Le Cordon Bleu Culinary, Orlando campus and Keiser University’s Center for Culinary Arts donated their time and talents to handmake these special centerpieces that were construced from Pulled Sugar and Bread. This helped make this event extra special for our honorees.

FAPSC would like to thank everyone who sponsored tables and attended this important event. Congratulations and thank you again to our “Champions of Students.” We hope you enjoyed your evening!

Research Shows Colleges Fail to Train Staff Serving Veterans

This article was contributed by Robert Starks Jr., Vice President of Learning Initiatives with MaxKnowledge, Inc.

No one understands the value of education and training better than higher education institutions. However, when it comes to training their own faculty and staff on issues impacting veteran students, colleges, for the most part, are failing. That’s according to a report published by The National Center for Education Statistics entitled, Services and Support Programs for Military Service Members and Veterans at Postsecondary Institutions, 2012-13.

The report indicated that although 96% of all institutions reported enrolling military service members, veterans or dependents of military service members or veterans, only 21% offered training for faculty and staff in student transition from military life to civilian life.

For those interested in training staff in student transition from military to civilian life, CS108 – Supporting Veterans in Becoming Gainfully Employed is an online course available in the FAPSC Online Training Center.

Project Hope Alliance Joins Clinton Global Initiative Commitment to Action With ed2go and Smart Horizons Career Online Education to Help Provide a Brighter Future for Homeless Children and Their Parents

March 04, 2014

Project Hope Alliance has become the newest partner in the ed2go/Smart Horizons Career Online Education (SHCOE) Clinton Global Initiative Commitment to Action agreement. The agreement includes a scholarship-matching program, which will provide a total of 50 Career Online High School (COHS) scholarships to homeless parents in Orange County, California.

“Thirty percent of the parents we serve do not have more than a ninth grade education,” said Jennifer Friend, CEO of Project Hope Alliance. “COHS is a tool to empower the parents to invest in and support their children’s education.”

Established in 1989, Project Hope Alliance is a California-based nonprofit organization dedicated to ending the cycle of homelessness. Project Hope works to eliminate barriers to academic performance and cognitive development created by the circumstances of childhood homelessness. By providing opportunities for the parents themselves to increase their level of educational attainment, the organization helps undereducated parents increase household earning as well as their ability to share in the educational development of their children without a sense of shame or incompetence.
